Short-rise shorts with a wide, flat waistband that fits close to the body. From hip height, two layered, wavy ruffles fall, forming a short flare like that of a miniskirt. The lower ruffle covers a pair of very short-leg shorts, and the fit is snug on top and loose below.
A stretch fabric with a soft drape, such as a plain knit or microfiber, works best so the ruffles move without turning stiff. Cut the ruffles as a circle or half circle and finish them with a fine rolled hem so the flare stays even.
