On one side there is a casing with a cord that gathers the fabric into vertical folds, and the ends of the cord hang below the hem. The length sits above the waist and the hem falls on a diagonal, higher on one side than the other.
Given the soft drape shown, it works best in a fine cotton jersey or a stretch viscose. Reinforce with interfacing the point where the cord exits, and cut the gathered side quite a bit longer than the opposite one, so the gathering does not pull on the garment.
